Basic Information of the Project Legal Entity The company plans to invest 760 million yuan starting from 2018 to build production lines for expandable graphite, graphite paper, spherical graphite, anode materials, and graphite mining in the Didao District. This deep processing project of graphite is listed as one of the "Top 100 Projects" in 2020. 2. Construction Location The project is located in the Didao District of Jixi City, Heilongjiang Province. The deep processing plants for expandable graphite, graphite paper, spherical graphite, and anode materials are located at 0-107 Didao Mine, Didao District, Jixi City, while the graphite mining plant is located at Datonggou, Didao District, Jixi City, Heilongjiang Province. 3. Construction Duration The construction period of the project is from 2018 to the end of 2021. 4. Investment Scale The total planned investment for the project is 760 million yuan. 5. Construction Scale and Content The construction of the project will be undertaken by its subsidiaries, as follows: 1. Jixi Harbin Institute of Technology Carbon-Based Material Technology Co., Ltd. will undertake the production line with a capacity of 12,000 tons/year of expandable graphite and 600 tons/year of graphite paper. 2. Jixi Harbin Institute of Technology New Energy Material Co., Ltd. will undertake the production line with an annual output of 20,000 tons of high-purity spherical graphite. 3. Jixi Harbin Institute of Technology Natural Graphite Anode Material Co., Ltd. will undertake the production line with an annual output of 20,000 tons of natural graphite anode materials. 4. Jixi Harbin Institute of Technology High-Carbon Graphite Material Co., Ltd. will undertake the graphite mining and processing plant with an annual processing capacity of 600,000 tons of ore and production of 50,000 tons of graphite fine powder. 6. Expected Economic and Social Benefits Once the project is fully completed, it will create 409 new jobs, achieve annual sales revenue of 1.143 billion yuan, and generate taxes and profits of 50.43132 million yuan, with a total investment return rate of 52.05% and an investment tax return rate of 59.39%. 7. (4) The graphite mining and processing plant with an annual processing capacity of 600,000 tons of ore and production of 50,000 tons of graphite fine powder. Project filing number: 2019-230304-30-03-064087. 2. For projects that have already started construction, it is necessary to clarify the investment completion status and project progress. (1) The production line with a capacity of 12,000 tons/year of expandable graphite and 600 tons/year of graphite paper. This project has invested 77 million yuan in the technical transformation of the existing Didao old factory, started construction in September 2018, completed construction tasks on March 15, 2019, and began trial production. By the end of August 2019, it achieved sales revenue of 20 million yuan. (2) The annual production line of 20,000 tons of high-purity spherical graphite. The expected investment amount is 230 million yuan. This project started construction in June 2019, and the main civil engineering for the spherical workshop, boiler room, auxiliary workshop, and finished product warehouse has been completed, with an investment of 130 million yuan already completed. By early 2020, the debugging of six spherical graphite production lines had been completed. The project started construction in March 2020 and is currently actively carrying out the construction of the purification workshop and other auxiliary facilities, as well as equipment installation and debugging, with trial production expected in May 2020. (3) The annual production line of 20,000 tons of natural graphite anode materials. The expected investment amount is 230 million yuan. This project has completed project filing, environmental assessment, detailed planning, land supply, and other approval procedures, and construction started in mid-April 2020, with completion expected by the end of October 2020. (4) The graphite mining and processing plant with an annual processing capacity of 600,000 tons of ore and production of 50,000 tons of graphite fine powder. The planned investment for this project is 220 million yuan, and it is currently in the preparatory stage. The project started construction in mid-October 2019, with completion planned for the end of October 2020. As of the end of November 2019, an investment of 5.45 million yuan has been completed for site leveling, office renovation, equipment ordering, and other preliminary work. Construction is planned to resume on April 11, 2020.
